"Solutions remain the same as before.
All State govnerments are facing revenue squeezes, and they need some relief - more highway money would be a good place to start, and pace Newt, more education funds would help too.
National energy policy fixes remain the same as before - pleased to see fuel economy measures passed through Senate, an item Boehlert led on in the House.
But we need more production as well, and more reserves -

By & large I agree, the solutions do remain as before...
Problem: State govts have revenue shortfalls...
* Reduce political pork spending at state level (politically difficult to infeasible)
* More Fed $ on highways builds infrastructure, employs const workers & frees state $ for "other stuff"
* More Fed $ for education, frees state $ for that "other stuff" (I'll assume here that edu money is spent wisely...another matter)
Problem: Misc economic misery
* Cut taxes across the board, THE most time proven effective anti-recession antidote
* Extend unemployment & health ins benefits to those laid off
Problem: oil dependency
* Improve conservation...better fleet fuel economy via regulation & incentives
* Tax incentives, etc. for developing new fuel autos & for renewable power - wind, solar, etc.
* Open Alaska etc. for drilling under sensible environmental safety rules
* Build nuclear electric plants, bypassing obstructionist "environmental" litigation
* Put spent nuclear fuel storage plan into practise
-p (incomplete, but you get the ideah)
