I looked up Boeing Field on the AOPA website
It has two runways. The first is 13L-31R and the second is 13R-31L. Runway 13L-31R is only 3710 feet long by 100 feet wide. It's also rated for planes weighing up to 12,500 pounds - not a good choice for a plane the size of the Stratoliner, especially when it's having problems. Runway 13R-31L is 10,000 feet long by 200 feet wide. That's the obvious choice.
As a refresher, the "13" refers to a magnetic compass heading of 130 degrees when on final approach. That's southeast, not southwest. Runway 31 has a magnetic heading of 310 degrees when on final. Coming from the North, the pilot would've been approaching runway 13R.
