It sounds as if we're all guessing. Which makes sense, this is foreign to our culture, at least in this form.
As for me, it would be a hard sell to come around trying to persuade me to be a suicide bomber. (If I were to do it, I'd volunteer.) While I have to admit to enjoying Watchtower and Awake!, insurance salesmen have a hard time with me. Can you imagine Abdullah and Mohammed coming around?
"Bowser, have you ever considered what you'll be doing in 5 years, 10 years, 30 years? Have you put away enough for a comfortable retirement? Well, we have a plan - we have a great plan. And it won't cost you anything!"
Nope, tough sell.
It seems they find people who are already motivated to do it. Maybe the "training" is on how to get past checkpoints, how to find and infiltrate crowded places, on how to use forged or phony ID, and that sort of thing.
I doubt, though, that you could "promote" folks into doing this. I'd suggest, for one, that if it's such a good idea, maybe the people selling it should try.
