I don't give much of a rip about a National ID card. What I resent is how the idea is "sold". "We're going to somehow control the bad guys with these cards."

It doesn't take walking on two feet and having a large brain to realize the only purpose is to control the good guys. The bad guys, whether they are internal or external, will always be able to obtain bogus cards. In fact, because the cards will give a false sense of security, if I were a bad guy I'd be in favor of them.

Before computers it didn't make any difference - different localities couldn't check with each other. And that's only good for the good guys. The bad guys won't have bad records anywhere.
