This is tragic. Argentina is a great country, super people. And, they have some screwy stuff going on.
I saw an entire railroad, with new stations, tracks, switchyards, crossings, everything, which was built during the '80s and dedicated in 1987. Had to be an extremely expensive proposition. Absolutely not used. Nothing, nada.
I hope they can solve their problems. A scan of their history in the last 50 years seems to indicate they've had financial problems forever. And, no reason it couldn't be a wealthy nation.
