Just what is wrong with leting the rest of the planet know that explicit serious, serious punishment will rain down inside their borders should any of their citizens, agents or residents commit such acts? There is clear historical precident about success in this arena, success in thwarting sicko Middle East cultures. Oh, I forgot, that would not be nice.
