Maybe I expect too much. It seems to me that when someone is the National Security Advisor they wouldn't say, "Who would have thought they'd fly airplanes into buildings?" when 20% of the world had. Including the bad guys.
1 - "It's your job, sweetheart. For one, you could have thought."
2 - "Well, Miss Rice, the bad guys did. In fact, they thought of it a long time ago. People in the US government did. Fiction writers did. Everyone except the Director of the FBI, the AG, the National Security Advisor, and the President did."
Well, maybe they should add to her job description:
Stays aware of what other governmental agencies report as possible threats to national security.
Reads security briefings, then follows up to see if they are credible where possible.
I'm not saying they should have seen it coming. They clearly could have, but who would have know?
