Mr. Bush told skeptical German leaders in the Bundestag, the German parliament, that it would be naive to pretend that the risk from Iraq was not there, and while acknowledging doubts about expanding the war on terror beyond Afghanistan, he argued that ignoring the terrorist threat will not make it go away.

George W Bush arrived in Moscow last night to sign a landmark treaty with Vladimir Putin, but immediately ran into a row over Russia's role in building a nuclear reactor in Iran.

At a news conference in Berlin with Gerhard Schroeder, the German Chancellor, before Mr. Bush flew on to Moscow, the US president warned Mr. Putin, the Russian president, against providing nuclear assistance to Iran.

"If you arm Iran, you are liable to have the weapons pointed at you," Mr. Bush said he would tell Mr. Putin today when they sign a landmark treaty cutting nuclear arms in both nations.

However, his comments were dismissed by Igor Ivanov, the Russian foreign minister.

With British marines involved in a firefight in Afghanistan for the first time, Mr. Bush also called on his European allies to put aside their differences and transform NATO into a potent force to fight terrorism. Against the backdrop of anti-American protests in Berlin over US policies, Mr. Bush warned that the US and its 18 fellow NATO members were vulnerable to more attacks like those of September 11.
