They should get easier and easier to infiltrate.
They can run and run and run...Eventually they must try to recruit new members to replace those buried in caves, killed in action, etc... That will eventually be their biggest weakness: As they run from place to place who can they trust?
It will take time. But Al Queda will be marginalized.
