The USA and USSR had similar incidents that nearly led to nuclear war, but they never massed over 1 million troops at the same time. Even without nuclear weapons, that number of troops would indicate an invasion force, and that war has been declared. An invasion would almost certainly lead to a nuclear exchange.
Personally, if that happens I hope only the tribal areas are nuked.
