CIA leaked its own memo?
This New Republic article is not the first place this idea has been broached, but it is the most detailed treatment I have seen.
At least some of the CIA failure can be traced back to Clinton's "Human Rights Scrub" policy, as it has been referred to, that basically prevented the CIA from recruiting anyone likely to actually be useful.
In fact, since the backlash against intelligence gathering, local and international, that dates from the 1960s, we have been pretty much crippled in this area.
The current CIA head is a Clinton appointee.
