Two good friends of mine teach in overwhelmingly black public school districts in small town Alabama. They first told me of the tampering with tests over 15 years ago. When the students finish the standardized tests, the senior facilty takes them behind locked doors and "cleans them up". They're actually changing the students' answers which is deliberate fraud.
