Democracy
Someone ought to look at what elements are necessary for a democratic government before they expect some of these countries to come up with one.
I sure don't know what they all are, but I suspect it would include an informed electorate, rule of law, voting, and so on.
I'd be very surprised if many of the elements of a democracy (whatever they are) exist in Afghanistan. It might be too much to expect "democracy", might be able to get "stable".
