It seems to vary from computer to computer, depending on screen size and whether you've adjusted your browser's text size settings. I often increase the size so I can lean back in my chair to read. By chance is your browser currently set to a larger size than normal? Also, I'm currently seeing a mild form of what you describe (buttons slightly clipped at the bottom) because I'm using somebody else's computer.

Which is not to say it's your "fault" for changing text size. When I get some time, I want to review the layout of the message form to see if I can ensure that text is always the same size. Some browsers let you sense screen resolution, and maybe I can make it adapt to the current display...
