Even if they spend the money in Germany and Japan - eventually the money will come back to the U.S.
Our corporate monoliths have their grubby hands in so many countries large corporations - that most of it will come back to the USA anyway through secondary channels.
The bottom line is the oil rulers of Saudi Arabia and Qatar, etc. all are diehard capitalists. They love money far more than they love their subjects.
The industrial base in these regions is so immature they MUST spend the money outside their borders for goods.
Yes, the USA is a regular octopus - and its tentacles can grip and extract dollars from all corners of the earth.
Pre-1994 the Arab embargo would have held much more clout - now it is more of a speed bump.
