Fascinating idea. Gets one to thinking, and then one gets tired. So it's effective already, at least taking out one hound.
I can kinda imagine how an electrical current could ride a UV beam, sorta. I wonder what it uses for "ground".
Maybe it's AC, rapidly switched, and doesn't need an external ground.
A reasonably small electric current travelling through air might take some time. I wonder if that time is non-trivial at km. distances.
And, if the thing would be blocked by metallic threads in clothing. Not that most folks would have them.
