This says it all:
Amsterdam, a city synonymous with hedonism, is perhaps best known for its legalized sex industry, in which prostitutes pay taxes and undergo regular health exams. The city’s Red Light District is a virtual Disneyland of sex — with only European Union passport holders allowed to ply the trade..

The problem is precisely that the southeastern European prostitutes are NOT protected like those who pay taxes and get social security. They are illegal immigrants who are under the influence of criminals from their own country (as they need to understand the language) who take advantage of their naïvety.
By legalizing prostitution, the Dutch hope to give more self confidence to those who want to go through it, protect their health, security and discourage the clients from choosing unsafe habits with those who are not supposed to be here.
