Forest Service firefighters are federal
Most of the firefighters who've done such good work out West this year work for the Forest Service. They've been supported in many cases by small town and rural volunteer firefighters who in many cases have old equipment that breaks down a lot. Here in Colorado, the average age for firefighting equipment for the parks is almost 50 years. There is some consideration to helping update these small units' equipment and training. Whether that should be federally funded may be a matter for debate, but the need to update it shouldn't be.
