Free market always works
It's worth noting that many of these "environmental" decisions are often due to the price of oil and other resources going up as they become scarce. If prices are allowed to move freely, conservation tends to be automatic.
I have a small family because more than two kids would drive me nuts. They inherited quite a bit of my personality.
