The UN can run the transition government in Iraq, and during that transition the UN can use the oil revenue for whatever purpose it sees fit...

Feed the Iraqi people? O.K. its the UN's money
Forward the Money to AIDS programs in Africa? O.K. its the UN's money
Build a new building in NYC? O.K. its the UN's money

On second thought, if all the proceeds go to the UN, then in 10 years we'll need to stop the UN from developing weapons of mass destruction and threatening the entire Middle East.
