We don't know if the woman involved is telling the truth or not. We don't know if those men made those statements or not. Suppose for a moment that she did hear the men make threats and did nothing - what would our opinion of her be if the threats had been true.
What those men allegedly did is the equivalent of falsely yelling "fire" in a crowded theater. Bomb threats are against the law. So is making terrorist threats.
There were reports shortly after 9-11 about people who supposedly had overheard some things from the hijackers. If those reports are true, then the people involved have to live with the fact that their inaction allowed the terrorists to carry out the attack. Actions have consequences, so does inaction.
There are some valid arguments that knowing about a crime and doing nothing is to be an accomplice. "I didn't want to get involved" is an old excuse dating back to the 1960s Kitty Genovese murder. It was lame then and even more lame today.
