Can the UN afford to wait one full year?
A year is reasonable, provided the inspectors are in place and functioning, and the Iraqi government takes broad, deliberate steps, on a daily basis to disarm. One year could see an end to the restrictions imposed against Iraq.
Do they realize the high stakes game they are in?
I would say, yes, they do have a working knowledge of the stakes.
