I seem to recall Iraq trying this not so long ago...

Saddam charged that the United States was fomenting problems with Iraq to prevent the Security Council from lifting sanctions and to keep the Middle East from becoming a nuclear-free zone as called for in council resolutions.

Um...

I was unaware that the U.N. had recently stated they were satisfied with Iraq and were about to lift sanctions...

The rest was pretty predictable.
