Self-deactivating mines are already in service

according to this reference. Unfortunately, this doesn't cover the millions of lesser mines that have been placed in dozens of countries over the years. Those older or less sophisticated mines will pose danger for years to come.

The single biggest reason why the US opposes a complete ban on land mines is the DMZ in Korea. During the Korean War, the North Koreans used "human wave" assaults designed to overwhelm the defenders by sheer force of numbers. Land mines in the DMZ are one way to cut down on such an assault.

Before he was captured, my Uncle Paul was on the receiving end of a human wave assault in Korea. The only time I ever heard him talk about the war (almost 30 years ago), he described the attack. He was one of a small number of Americans on one side of a river. Thousands of Koreans (and perhaps Chinese) tried to swarm across the river and overwhelm the defenders. It'd take too long to recount his description (maybe some other time), but his closing words were "The river ran red that day."
