That's not what the article says
It says that we provided samples for public health research. It was perfectly legal at the time. Was it naive? Yes, probably, but we're not responsible for Saddam Hussein being a homicidal lunatic, nor for the apparent lack of enlightened, democratic alteratives to Saddam in the 1980's.
