Sounds to me like Clinton wasn't in charge of his ship
Heads of various governmental agencies were developing their own un-unified policies toward Bin Ladin, Saudi Arabia, Iraq, etc...
No wonder Clinton seemed not to have a clue. His own administration had 10 or 15 different ppolicies toward Terrorism.
Of course that could have been by design...Clinton would always have an out..."That wasn't my policy...That was Freegh acting on his own undermining my admnistration...heh Heh..."
