An "optimistic" scenario:
Saddam is gone and here come free elections. One of the contenders promises to spread the wealth of oil exports to the population, gets elected democratically, nationalizes the oil industry and the CIA will get involved once again or... well, I wonder if they'd learn the lessons of 50 years ago in Iran.
The point being: restoring democracy will in no way signify a pro-western government. They'd first need to think about regaining their pride and their living standards.
