Well of course
Bowser the self-declared great investigator, and an unfortunate number of poeple like him, want great security but only at the cost of the bad guys announcing themselves ahead of time so that the police make no mistakes and bother no one while they do their carefully proscribed jobs.
And of course, if anyone gets hurt, it is all the police and governemnt's fault, if not from incompetance, then from actual collusion.
