Saddam would appear to have a history of pre-emptive action himself. If he thinks we're moving in for the kill, he might start swinging, I suppose. If he does have WMD, we should probably be prepared to see them used. We're about to corner a dangerously unbalanced man. If he thinks the jig is up, will he give a damn about us nuking Baghdad in retaliation?
And if we nuke Baghdad, where does that leave us? A regime change is one thing, but nuking a major city...
