The attack was designed to invoke terror on the shipping lanes. As Scott says, "if they just poked a hole in the side of the tanker..." That, however, does not necessarily lead to terror. This is an open attack on global oil markets, and an open attack on the shipping industries, as well as upon crewmembers.
