They will remain theories if the U.S. and the U.N. jointly -- do nothing, and Iraq remains under the yoke of oppression, and the al-Qai'da are allowed to come and go as they wish.
I have a couple of theories, too:
* The Middle East in general, and Iraq in particular, would be a far, far better place if the country just obeyed the agree-to U.N. resolutions.
* The Middle East in general, and Iraq in particular, would be a far, far better place if there was a regime-change in the country.
Let's see what happens...
