In Rome and in every war since incompetent Generals have written history. Timidity is the common flaw.
Incompetent Union Generals did their best to lose the Civil War and extended the conflict for at least 2 years.
As much as we admire Schwarzkopf , the use of overwhelming force in 91 is a good look into the typical military mentality. Anything less scares them to death.
