The North Koreans [themselves] are not much of a threat with nukes.

Let's see!...The North Koreans [virtually] admit to having nukes.
They wouldn't have announced it unless
they have at least two functioning
nuke weapons...According to "Drudge Reports" that I recall from the past few years, they have at least three 'crude' nukes; probably Hiroshima bomb type: 10-12KT yield, six-ton weapons [Too heavy and too large to be mounted on SCUDS or the longer-range missiles that they have]...
So...unless the North Koreans plan
to haul those crude nukes to the battlefield on 'oxcarts' or load them onboard one of their few 400mph, Soviet-era TURBOPROPS [they won't stand a chance of reaching Soeul if intercepted by F-16s] then those 'crude' North Korean nukes aren't much of a threat in NORTH KOREAN hands.

HOWEVER! The North Korean government
NEEDS MONEY! Saddam Insane would gladly pay to buy those three nukes; however crude and bulky they are.
WORSE! What if Osama Bin Laden, or successor, has the funds to buy one of those 'crude' nukes? All Osama will ask for is that the North Koreans ship it [perhaps] by one of the many PRNK's diesel-electric subs [to avoid spy-satellites and the US Navy]
to a waiting freighter [with a waiting al-Qaeda crew] "somewhere in the Pacific".
Now that's a more troubling and more
dangerous situation than North Korea
keeping nukes.
