Campaigning
While Bush's popularity may be waning, since he's not up for election for two more years, he may see taking a hit now as worth it if his campaigning even slightly increases the chances of Republicans keeping the House and taking the Senate. Getting the Senate back in particular would make his next two years a lot smoother.
