Seems to me it took a long time, a lot of negotiating.

And while Bush is declaring victory, which means a unilateral attack is possible, it doesn't seem to be what they wanted in the first place.

Talk about screwy. Take forever, call it "instant". Don't get what you want, call it a victory.
