Look at all that legroom.
It seems obvious that the straps were used as seat belts in a plane that had none. With no way for the prisoners to brace themselves in the event of heavy turbulence, the "tie downs" had to be provided for their safety.
IMO they should have given them a few rides vomit comet style.
