New Batch of Chinese Military Leaders Will Be Viewed Warily by Taiwan
November 15, 2002

Summary
Three Chinese generals recently have been named to the Central Committee of the Communist Party, a sure sign that they will take the lead in Beijing's military planning over the next decade. A brief look at these generals shows that military modernization -- particularly in aerospace and naval technology -- will accelerate, and this is something Taiwan may view with trepidation.

Analysis
As China's 16th Communist Party Congress winds up, new hints are emerging as to who will comprise the next generation of Chinese leaders. In the military sphere, only three of the uniformed members of the Central Military Commission (CMC), the key body for China's security issues, were listed as members of the new Communist Party Central Committee.

The inclusion of Gen. Cao Gangchuan, Gen. Guo Boxiong and Gen. Xu Caihou on the committee means that the three likely will take the lead of the new CMC in setting China's military course for the coming decade.
