Well it only has to be pro western in the sense that germany is pro-western...
I really don't care who the new Iraq Allies itself with.
Its a sure bet it won't be Iran, Turkey, or Saudi Arabia, As all of those countries would gobble it up in a heartbeat.
So my bet is that it will have no choice but to look to the U.S. and Europe for protection.
call it a puppet if you must...It will happen. Probably in the next 6-12 months some previously unknown Iraqi leader will visit Washington, Moscow, and many other "Western" countries in his new role as interim Iraqi President. he will be welcomed by all with open arms.
