Some people pointed out that the Russians were reluctant to release details of the gas and methods of neutralizing it because if they did, future terrorists would all show up armed with the proper antidotes. There is a certain amount of sense to this.
Whether this rationale justifies letting a bunch of civilians die is, of course, another argument.
