Spies
Actually, the spy accusation makes a certain amount of sense. Certainly the inspectors seem to have no other perceivable utility. Either that, or they're a useful distraction while our military gets ready.
Of course, that would be referring to American spies. Israel's spies have probably been infiltrated thoroughly into Iraq for years.
