Defensive weapons?

A quick look at a map of Yemen's borders, a ruler, and a reference to the approximately 400 mile range of the Scud-B, brings a question to mind: who the hell are they going to fire Scuds at in "self-defense?" Unless they're attacked by Saudi Arabia? The United Arab Emirates? Ethiopia? Israel and Iraq are WAY out of range. Maybe they're planning another civil war.
And why were they sneaking "legitimate" arms shipments in under sacks of cement? This stinks.
