There's usually a hook to it. For instance, there was a much ballyhooed GWB iniative of $100 million in foreign aid for AIDs drugs for Africa.
The hook? It was a loan guarantee, for full-price purchases.
The American public was led to believe it was "aid", and a help. In reality it was a gift to drug companies at the expense of governments and countries which have nothing.
A dirty trick, really.
