The Clinton administration played nice with North Korea, and North Korea turned around and screwed us over. Illegal nuclear work has been going on there almost since the original deals were signed. Bush is simply dropping the pretense that NK is anything but an outlaw nation.
What can be done about it is a thorny problem, but I'm willing to wait and see what happens. I don't see any brilliant ideas coming out of the opposition either, now that appeasement--their number one solution to everything--has been shown to be utterly worthless.
