The plane was spending a long time flying. Terrorists would not have waited, otherwise there would have been less fuel (= fire) in the tank.
There was a similar case in Italy and in Florida, involving small planes.
And, BTW, we're not as trigger happy, here. Luckily, the best solution prevailed.
