<Since TABOR was passed, there have been quite a few elections (primarily at the local and county levels) asking the taxpayers to allow the government to keep revenue surpluses.
It's interesting that if you were to pay $1,000 for a stereo and found out that it actually was being sold the day before for $900, you'd bust your ass to get that $100 back, or know the reason why. If the stereo store told you it was going to keep your $100 and do something useful with it, like hire a new guy, or that they needed it more than you did, you'd probably call the cops.
Yet when the government takes in much more than it needs, they are thunderstruck that the citizens might want a rebate. Of COURSE the government will use that money to better effect than you would! Right? They NEED it more than you do.
"We can give it all back to you and hope that you spend it right but if you don't spend it right..."
- Bill Clinton discussing the Federal budget surplus. The utter essence of liberalism in one sentence.
