When GWB's father won the Gulf war, he left Saddam at the power, as the UN's mission didn't go any further.
I also remember it served as a buffer against islamization of Iraq.
Now, you are free to let Ayatollah al Hakim replace Saddam...
Reminds of the 1979 situation in Iran. Knowing how anaemic the Iraqi economic situation is...
