While coming around slightly I think Mbeke still doesn't think HIV causes AIDS.

Better to target other countries that are making a difference, like Mozambique.
Listening to countries in general as to where best to spend the money might not hurt too.
Don't dismiss 'em all out of hand (or out of religious principles...).
