Surrendering to the US is not a bad thing. America has a habit of rebuilding and aiding countries it takes over, then giving it back to its people.

If he really had nothing to hide, he could get his country back.

However, he has plenty to hide from the world. He knows when we find solid evidence of his torturing and murdering his own people, his genocide plans of the Kurds, and his WMD endeavors, the world will want his head. He cares not for his own people. They are his subjects to murder and torture at his whelm. This is why he refuses to step down.
