This is fortunate, or maybe just good planning. Troops were on the ground in Western Iraq long before the battle started to begin cleaning up the "SCUD Box," as the area is known. And once the war started, nailing down that area was a top priority.
Now, mobile SCUDS are damn good at being hidden, so I wouldn't bet the farm on the area being totally clean. But I think Israel is safer than it might have been otherwise.
