"also: I am sure some of those 23 million leaflets in Iraq detail what will happen to soldiers ordering or using WMD.... "
It's hard to know. It's sort of a matter of "pressure". For instance, when Iraq broke the Geneva Convention regarding prisoners of war, the Iraqi leadership found tremedous pressure, and quickly changed their policy.
The French [and company] have made their position clear about Iraq using WMD. But at the time when Iraq would actually use WMD, it might be similar to commiting suicide- and under this "no future type thinking" any consequences are fairly meaningless. Now, if you have young fanacial people involved with using the MWD, then it's fairly certain they will be used (joyously). If the personnel are older and wiser and if given a direct order, it's more questionable it will be carried out.
Since, WMD haven't been used yet, this a very strong indication that there is strict control by the "older and wiser personnel". But if you are involved in the WMD program what is the rationale for your involvement. It seems that these people even if "rational" could very well decide to use them- it's a matter of simple ignorance.
It's also possible for a fanacial element to pressure or overcome the senor command and control. But this probably was dealt with by having all the fanacial elements out in the front lines [dying gloriously- a very good way of getting rid of these people, especial when you consider that what we are doing in a broad sense is fighting world terrorism].
